Scope The MTG Ground Segment System Engineer is sought to support ground segmentrelated activities for the phase CD of the MTG programme. The phase CD has started since the completion of the ground segment Preliminary Design Review May 2012 and is completing at the Qualification Review presently planned mid2018. The duties range from specification, analysis, design, build, deployment and subsequent verification. The activities for this consultancy relate to the ground segment, consisting of the data acquisition systems, monitoring and control systems, data processing and archiving facilities product dissemination facilities and the encompassing network elements. The MTG Ground Segment System Engineer will perform typical system engineering activities such as Requirements engineering, which consists in requirement analysis and validation, requirement allocation, and requirement maintenance System analysis, which is performed for the purpose of resolving requirements conflicts, decomposing and allocating requirements, assessing system effectiveness Performance of trade studies for assessing effectiveness, risk, cost and planning Design, build and configuration which results in a physical architecture, described by its complete functional, physical and software characteristics Integration and verification, which final objective is to demonstrate that the deliverables conform to the specified requirements. Profile MANDATORY SKILLS The MTG Ground Segment System Engineer shall have the following experience and background University degree or equivalent in the domain of engineering or science At least 5 years of experience in the field of engineering of spacerelated ground systems, including good experience in any two of i Networking Communications, ii Ground Stations, iii Near RealTime Data Processing, iv Monitoring and control of satellites, v Monitoring and control of ground systems and an overview of the other three items Experience in systemlevel analyses from an endtoend perspective, understanding relevant details while keeping the focus on the overall system aspects and presenting the results in a comprehensible way Experience in preparation of system requirements and design documentation Experience in the integration and verification of such systems. In the performance of these tasks, the Key person shall apply clients configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. PROFILE In addition to having a University degree or equivalent in a relevant discipline, the Key person shall have minimum 3 years experience in operations or software maintenance of realtime data dissemination systems, and be familiar with DVBsatellite communications and ground segment operations. The Key person shall have significant work experience on operating system level in major Linux distributions and Windows 2000, XP, Windows7. Knowledge and experience of the following is mandatory Computer literacy, including Configuration, installation and scripting for Linux and Windows Evaluationanalysis of systemapplication events and logs Tool based presentation of logs and results Excel etc. Monitoring of near real time data flows in large computer networks Satellite based and terrestrial data distribution systems Provision of near realtime data services in a highavailability environment 247 Support of operational 247 data services Interaction with endusers Coordination of system changes and interfaces with external organisations encryption technologies, e.g. USB smart cards, TripleDES Formalised hardwaresoftwaresystem testing Configuration control. Subversion, eclipse Unix scripting bash, perl, python DVBS2 technology The Key person shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with a minimum of supervision. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. Good communication skills are essential for the fulfilment of the tasks requiring interaction. WORKING HOURS Two types of support are required from the Consultant Normal support Standby callout support Standby callout support The following provisions shall apply for standby callout support Our client will specify in advance, on a work package basis, the schedule and scope for standby support. Requests for standby support must be authorised by the client technical representative. During periods of standby support, the Key person shall respond to calls by telephone or beeper outside normal working hours, and shall provide remote support to Operations. The Key person may, by telephone, ascertain the nature of the problem but must be available, if required, to be present in the Mission Control Centre within one hour of callout. In such a case the callout support will essentially aim at restoring the missionservice. REPORTING Formal reporting is required at monthly intervals or in the event of a major task completion. The monthly reports and any other reports or technical documentation generated shall be submitted in writing directly to the Clients technical representatives. The work will be released in individual Work Packages.
