MultiMission Dissemination Engineering Support 1313017 Job Description As a member of the MultiMission Elements Systems Upgrade Projects team, the Dissemination Engineer shall provide support to programmes under development. In this respect the Engineer is expected to write and review requirement specifications and change proposals, prepare procurements, participate in technical inspections and reviews, document the system architecture design and write evaluation reports, review reports, test reports and overall status reports.The tasks of the Dissemination Engineer will include Analysis of Ground Segment requirements Generation of the Programme requirements on the Dissemination MultiMission Elements and contribute to the definition of the design specification for the Dissemination MultiMission Elements Definition of the system architecture and interfaces between the Dissemination MultiMission Elements and the other elements of the Programme Ground Segment Performing engineering budgets and changes analysis Contribution to the generation of System Design Documents, Design Justification Documents and Interface Control Documents Generation and maintenance of Dissemination drawings for room layout and rack layout Support to the definition of the AIV approach for the Dissemination MultiMission Elements, including the generation of Test Plan and Test Procedures Participation to Programme projects reviews SRR for Ground Segment, PDR, CDR, etc... Maintain the baseline Requirements Specifications of Dissemination, covering the building Dissemination Participation in any necessary meetings and reviews Coordination of Dissemination activities and reporting of status and actions. In the performance of these tasks, the consultant shall apply the EUMETSAT configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Required Skills and Experience University degree or equivalent in the domain of engineering or computer sciences System Engineering AIT experience for the development of major upgrades new ground segments for dissemination systems in a 247 operational environment Full development cycle of data dissemination systems, from the definition of requirements to design and testing At least 5 years working experience in the field of data dissemination systems Standard Communication protocols, data exchange protocols, data compression schemes. Desirable Skills and Experience Definition, management and traceability of requirements structure with the support of dedicated tools e.g. DOORS Configuration Control processes and tools Background in hardware and software aspects of computer systems Experience with satellite data transport standards e.g. DVB, CCSDS Ability to conduct all activities in an orderly and disciplined manner, to work calmly and correctly under stress and to work with the minimum of supervision within the team Good interpersonal skills and proactive attitude with strong ability to work effectively in a diverse team environment The official languages of EUMETSAT are English and French. The working language for the position is English and therefore the consultant must be able to work effectively in this language and have knowledge of the other. Ground Segment Network and System Engineer Consultancy Support to EPSSG Ground Segment 1313021 Job Description The selected candidate will be mainly providing engineering support, to the EPSSG Ground Segment Technical Manager in the frame of the EPSSG Preparatory Programme Phase B. As a member of the Ground Segment GS team, the candidate shall provide support to the EPSSG GS requirements analysis, architecture design and requirement implementation of the GS networks system as part of the EPSSG System. The duties range from the analysis, design, installation, and testing of the communications networks system. This may include support to the procurement of hardware and software, and the coordination with external service providers. The tasks will nominally cover the entire development lifecycle. In particular during the initial phase the tasks will include Support to Ground Segment requirements engineering analysis, validation, allocation and maintenance Assistance to the definition of the ground segment interfaces Definition of EPSSG GS Network requirements Support to Ground Segment design architecture definition, including analysis, tradeoffs and compilation of technical budgets Establishing the overall EPSSG GS Network Design Identification of areas of risk and contributing to any related trade off studies or prototyping activities Support to Ground segment reviews Requirements Review and Preliminary Design Review Participation in reviews and meetings at system, ground segment and facility level. In the performance of these tasks, the candidate shall apply the relevant system engineering standards, quality management procedures and maintenance procedures. The candidate is expected to write and review requirement specifications and change proposals, prepare procurements, participate in technical inspections and reviews, document the communication and network architecture system design and write evaluation reports, review reports, test reports and overall status reports. Required Skills and Experience A university degree or equivalent in an engineering discipline relevant to the job profile. As a prerequisite, a demonstrated experience in a similar function for at least three years working with high availability systems. Experience in preparation of system requirements and design documentation Knowledge of Cisco network and security equipment and architectures Knowledge of high availability network architectures and protocols e.g. HSRP, VSS Familiarity with network management, QoS and traffic shaping principles Familiarity with satellite communications DVB, VSAT, Point to Point links. High degree of autonomy and good analytical skills. Management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision Exhibition of good oral and written communications skills, analytical capabilities, and motivation. Ability to work effectively in English and have knowledge of French Desirable Skills and Experience Experience in the definition of space related ground segments Experience in the integration and verification of such systems Experience in systemlevel analysis from an endtoend perspective Knowledge of ECSS standards. Experience in use of requirements management and traceability tools e.g. DOORS Experience in the use of modelling and design tools in support of architectural design activities e.g. CORE Experience with the Microsoft Office Suite, including MSVisio. High degree of autonomy and good analytical skills. Possession of sound management and interpersonal skills to conduct the responsibilities described above autonomously and with a minimum level of supervision, exhibiting good oral and written communications skills, analytical capabilities, and motivation.
