Senior Manager, Governmental Satellite Communications LuxGovSat Ref LGS005 Region Europe Location Luxembourg Betzdorf Company LuxGovSat SA Category Sales Position Management Published 20160110 Context LuxGovSat is a pioneer and innovator in governemental, civil security and defence satellite communications GOVSATCOM, jointly held by the global satellite operator SES, headquartered in Luxembourg, and the Luxembourg Government. The objectives of LuxGovSat are the acquisition, the launch and the operation of a satellite for the provision of governmental and defence communication services. The new satellite, GovSat1, will bring new capacity in governmental frequency bands and feature security capabilities with steerable highpowered spot beams. In a unique PublicPrivate Venture, it will ensure the security, reliability and flexibility for the everchanging missions of governments and institutions in the security, defence and civil areas. The launch of the satellite is scheduled for the second quarter of 2017. The spacecraft will be positioned at the orbital position 21.5 degrees East and will cover Europe, the Middle East and Africa. GovSat1 will help Luxembourg to meet its obligations in European and NATO defence and will address the requirements of other governments and institutions, in particular the EU and NATO member states and agencies, as well as the UN. Responsibilities The Senior Manager, Governmental Satellite Communications is an expert in contracting satcom services and solutions to governmental and institutional users for civilian and defence use. HeShe is helping positioning LuxGovSat as a leading player in the GOVSATCOM valuechain. The position is responsible to achieve and develop the planned revenues and backlog. The position also plays a strong advisory and lobbying role to leverage LuxGovSats ambitions and strategy at Government and Institutional level NATO, MoDs , EEAS, FRONTEX, EMSA, ESA,UNUNagencies . Identification and selfdependent acquisition of new customers to generate revenues and backlog Identify and successfully respond to current and future customer requirements for satellite bandwidth, infrastructure and endtoend solutions Identify and support local channel partners to address the full range of customer requirements over the near, mid and longterm Qualify customer, leads, prepare written proposals responding to RFPs, tenders and other deal opportunities Prepare related presentations Followup, support or lead contract negotiations Identify and effectively coordinatemanage all resources that will be required to complete the lead to order process Provide effective account management to customers Establish business relevant market intelligence, understand market trends application demand drivers and adapt gotomarket strategies based on new intelligence gained to provide early identification of new business opportunities Support efforts to leverage the Luxembourg Space cluster with its organizations and competences and develop a catalogue of valueadd offerings and services bundled with LuxGovSat satellite capacities Support crosscompany efforts with the SES Government Market Solution Centre, SES Government Solutions and SES Techcom Services to service and support customer requirements in satellite capacity and valueadd services Provide regular reporting of pipeline and revenue forecasting for each assigned account and prospect Apply emerging technology and products into practical applications utilizing LuxGovSat and SES Satellite capacity and channel partner capabilities to meet governmental and institutional enduser requirements Promote and position the LuxGovSat value proposition through representation of the company at special events, conferences, exhibitions and shows, as well as through studies, whitepapers, workshops and solution papers Provide strategic planning and analytical inputs for the LuxGovSat strategic growth ExperiencesQualifications A Masters Degree in Business Administration, Management, Engineering, or a related field is desired Minimum 10 years professional experience, preferably with 5 or more years in satellite related fields, and highly knowledgeable in the functioning of Government and Institutional organizations Proven ability to understand global government customers to identify their requirements and buyin process, to design new LuxGovSat products offerings accordingly Understanding of Governmental budget cycles and procurement techniques and associated RFPs and tenders Good understanding of advanced satellite technology and ground networks Excellent critical thinking, structured written, verbal communication and presentation skills Strong analytical, problem solving and negotiation skills Knowledge of governmental lobbying and strategic advisory methods with good contacts into various Governments Ability to present complex projects to Ministers and other Government officials Ability to lead complex and multifaceted projects in finance, legal and technical aspects Diplomatic manner High level of personal integrity, and adhere to a strict code of conduct and personal behavior. Fluency in English. This role is for a Fixedterm contract of 12 Months to cover a Maternity leave. The Geo Service Project Manager is responsible for the smooth running and efficient management of all aspects of assigned service development projects from early bid stages to transition, maintenance and finally archive of the project, within the constraints of agreed time and costs. Responsible for the identification of service risks and the appropriate management of thesedevelopment of risk reduction strategies. Service project reporting in line with the company procedures. To write or review proposals as required and to ensure that they are of the highest quality. To liaise with the sales team, productiontechnical managers and bidding team to ensure that accurate and timely proposals are created. To work closely with the Commercial Sales and Project Management team to identify new business opportunities. To attend cost, price, review and vetting meetings as required. You will be dealing with changing priorities and daily challenges, this dynamic and essential role is vital to ensuring multiproject schedule adherence via the instigation of long term working plans for the operational team and infrastructure. You will manage of a team of up to 50 operators to ensure successful delivery of major satellite contracts in line with agreed schedules, to budget and on quality. You will define all aspects of assembly operations to achieve these goals including resource recruitment, capital investment, training plans, operations briefings and improvement of facilities for lean manufacturing. Your main tasks and responsibilities will include Daily personnel management right skill, right person, right place, right time succession planning, forward load, discipline, timekeeping, team morale, annual appraisals and recruitment. Validate the operational phase resource requirements and agree multi project manning levels to meet challenging schedules achieving high productivity on quality and on cost. Key stakeholder for analysis of forward load vs. capacity and succession planning for the cleanroom facility. Define training plan for operations team including input and signoff to training modules. Ensure the maintenance and improvement of the training facility. Manage and coordinate all assembly activities in the cleanroom, by deploying lean organisation enforcing company policies including 5S audits, Health and Safety, and specification of maintenance. Define and manage capital investment CAPEX for improvement and upkeep of the cleanroom, tooling and furniture. Interface with team leaders daily for project reporting, priorities, escalation, resource requirements, and variances. Oversee daily schedule adherence, management of assembly operational work packages and work package variance reporting to the internal customer AIT Project Manager. Responsible for assembly operator quality during operations and enforcing the use of AIT procedures and processes. Key customer for all engineering processes and encouraging team to think creatively and provide continuous feedback for improvement. Support and ensure attendance to lessons learnt sessions at project completion. We are looking for candidates with the following skills and experience Minimum of HNC level in a Mechanical Manufacturing discipline with extensive experience in Assembly or Production environment. Experience of Operations Management, Production Manufacturing Management. Proven Management or Team Leading experience. Previous Budget responsibility, experience in Cost and Resources Management. Good knowledge of Lean manufacturing techniques including 5S, Continuous Improvement. Experience with working in a high quality driven process orientated engineering organisation. Previous experience of telecoms payload builds would be desirable. Knowledge and understanding of clean room manufacturing. Knowledge of Health and Safety principles and their application to the specific environment would be desirable. Basic understanding of RF properties and associated risks would be desirable. Good Leadership and supervisory skills. Excellent interpersonal skills with the ability to work with teams from all levels of the business.
