Space Applications Services performs and supports system and software engineering for the European Space Agency ESA, National Space Agencies and the aerospace industry. We are involved in international manned unmanned spacecraft programmes, earth observation, science, exploration, communications and related technology development. We require staff, wishing to join our team to work in a dynamic international environment for the following position Power, Thermal and SAR satellite operations service provision mf COSSOE201504 Tasks and Responsibilities The work will be performed at the European Space Operations Centre ESOC in Darmstadt, Germany. The Spacecraft Operations Engineer SOE is responsible for the support to the Sentinels missions as a member of the Flight Control Teams FCT during all the operational phases, including special operations, as well as participating to testing campaigns of the above mentioned missions. The position will include the following tasks and responsibilities Validation, test and operation of the Mission Control System MCS including the OnBoard Software Maintenance OBSM and Mission Planning System. Vamidation, test and operation of the stimulator. Generation, validation and maintenance of the Flight Operations Plan FOP of the Electrical Power Subsystem EPS Thermal Control Subsystem TCS prime satellite subsystem. Generation,validation and maintenance of the FOP of the Synthetic Aperture Radar SAR Payload Prime satellite subsystems. Generation, validation and maintenance of the FOP of the Optical Communication Payload OCP Payload Backup satellite subsystem. Support to test and operation of the Network Data Interface Units, Portable Satellite Stimulator and other operational support tools. Support for Flight Operation System FOS procurement, integration, user acceptance testing and system testing. Review of satellite documents. Maintenance of the FOS spacecraft document library. Support for the generation of FOS documentation. Support to FCTs training activities including generation of training material. Support to spacecraft and ground segment Acceptance Review resolution. Support to the preparation and execution of the Satellite Validation Test SVT campaign. Launch and Early Orbit Phase LEOP support support responsible for the SAR Payload and the EPS TCS satellite subsystems. Commissioning support for the EPS TCS satellite subsystems and the SAR OCP Payloads. Routine Phase operational support including Responsible for the EPS TCS satellite subsystems. Responsible for the SAR Prime and OCP Backup satellite payloads. The performance of Mission Planning operations. The preparation and execution of orbit control manoeuvres and any other daily and weekly operations activities. Support to the oncall SOE rota, maintaining the mission history log and the generation of regular operations reports. Support to Secure commanding operations. In addition, the SOE will be responsible for MCS end user acceptance system testing i.e. planning and reporting. Qualifications and Experience Applicants should have a Bachelor degree in a relevant discipline and minimum 7 years of experience in Operations Engineering activities. Furthermore, candidates are required to have following skills Wellorganised, able to prioritise and manage several activities in parallel. The ability to work independently with little supervision. Capable of coordinate and Interact with other service providers in operations and other fields. Fluent in English. Spacecraft Flight Operations knowledge, including Failure Detection Isolation and Recovery FDIR, in particular for relevant satellite subsystems andor payloads. Experience with Packet Utilisation Standard. Experience in working in an operational environment. Experience with flight procedures life cycle, including validation. Experience with anomaly investigations. Ability to understand and accurately predict behaviour of complex systems. Experience with low Earth orbit satellites operations, including experience in preparatory phase, special Operations LEOP, deorbiting campaign and operational phase routine. Familiarity with operational simulators, ideally SimSat. Familiarity with satellite control systems, ideally SCOS2000. Familiarity with Earth Observations missions, in particular with Copernicus Sentinels. Familiarity with TeleMetry TeleCommand TMTC databases, preferably SCOS2000 compatible. Familiarity with multisatellite missions. Experience in ground tests preparation and execution, e.g. SVTs. Experience in cooperation with Flight Dynamics teams. Experience in preparing and execution OBSM operations. Experience in mission planning operations. Familiarity with Network Distribution and Interface Units or similar Electronical Ground Segment Equipment EGSE. Familiarity with Mission Utility Support Tools MUST, system used at ESOC. Familiarity with ESOC working environment and Quality Management System QMS. The position is located on site at ESOC and will involve short European travels. Your Tasks Include As a member of RSO, the Key Person shall provide support to the mission performance of the MSG Ground Segment and the EPS Overall Ground System OGS, as well as their evolution, as well as to the future programmes. The Key Person will be responsible for the definition andor maintenance of the routine operations procedures pertaining to mission performance operations and the interfaces of the key systems within the ground segment, in accordance with the established Client Operations Department configuration management and quality assurance practices. As part of the operations evolution, the key person will be responsible for the redesign and evolution of the mission performance systems to support existing and new programmes. The Key Person will acquire and maintain a Systemwide view of the MSG System, and the EPS CGS and OGS, particularly in the areas of system endtoend monitoring control and data flows. The Key Person will review any planned changes to the mission performance system configurations for LEO and GEO ground segments, and support the investigation of anomalies encountered through the routine system and ground segment operations. The Key Person will provide support to the development and operations preparation for recurrent satellites in existing operational programs e.g. MetopC and MSG4, and for future operational programs now in development including Sentinel3, MTG and EPSSG. The key person will interface with project teams on the implementation of system upgrades to support major operations projects, including System MidTerm Evolution Plan, recurrent satellites, and any System hardware and operating system obsolescence upgrade. The Key Person will perform the following routine operations tasks Definition and maintenance of system operations procedures, including System and ground segment procedures and operations guides Liaison with the spacecraft operations team to ensure the continuity and optimisation of spacecraft monitoring and control activities Liaison with the ground segment facility operations teams and system operations analysts to ensure the continuity and optimisation of ground segment and mission operations through procedure and operations guide updates, configuration changes, database or user interface changes etc. Support to the definition of the Operations Service Specification Interface with the systems maintenance teams and industry representatives to ensure optimised performance, including participating in the definition and implementation of any changes to the mission performance systems Provision of support to operational ground segment analyses Provision of standbyoncall support as system operations engineer, on an as needed basis. This will be coordinated through the normal oncall process Provision of support, as required, to critical operations Processing of mission performance related system anomalies, their documentation, investigation, classification and resolutionmitigation, including participation in Anomaly Review Boards Participation in technical meetings, formal reviews, and scheduling and planning meetings Processing of system modifications, including their documentation, approval, and implementation, including participation in Change Review Boards Support to, and participation in, the functional verification and operational validation of mission performance system upgrades and evolutions, both standalone and in the context of an overall ground segment Liaison with various department and divisions within EUMETSAT CM, QA, Management, Product Experts, User Services Provision of training, through written materials, practical demonstrations and presentations, to other members of the Operations Team. The tasks assigned to the Key Person will be agreed through dedicated workpackages with clear identification of activities and outputs expected. In the performance of these tasks, the Key Person shall apply the Client configuration and change control procedures as well as the relevant system engineering standards, quality management procedures and maintenance procedures. Your Profile In addition to having a university degree or equivalent in a relevant technical discipline, the Key Person shall have the following mandatory attributes At least five years experience of endtoend system operations in a realtime spacecraft operations environment At least three years work experience in the operation of mission monitoring systems At least 3 years experience in the definition, development, integration and acceptance testing of mission data monitoring systems At least three years work experience defining and implementing the verification and validation of ground segment systems. Recent experience of the following, in an operational context, would be a distinct advantage Experience at least three years in the operations preparation and routine operations of Geostationary GEO and Low Earth Orbit LEO satellite systems Experience of configuration and monitoring using NAGIOS Experience with the definition and analysis of operational user requirements Experience of using configuration management systems such as CVS Familiarity with ECSS and CCSDS standards related to spacetoground interfaces and applicable to Satellite Monitoring Control Systems Packet Telemetry and Telecommand standards, PUS Packet Utilisation Standard, etc. Windows Unix Linux operating systems. While the official languages are English and French, the working language for the position is English and therefore the Key Person must be able to work effectively in this language.
