Our client requires a selfmotivated individual to provide expert support with regards to all aspects of satellite communications payload engineering. The incumbent will support the development, inorbit testing and validation of a new communication space segment concept in order to deliver high quality communications capabilities. The incumbent will be part of the system engineering team during the design and integration phase, as well as will be in charge of the inorbit testing and commissioning of the payload including writing procedures, and executing the tests. The onsite resident engineer provides Satellite RF Payload technical leadership to the OneWeb program at the spacecraft manufacturer. The Resident Engineer will ensure sound technical execution of the design, assembly integration and test during the production phase of the program. He or she will follow the program through the first ten satellites in Toulouse, France, through the wider production of the wider constellation in Florida, United States. This role will be part of a wider onsite engineering team responsible for ensuring compliance with the specifications of the contract and management of the schedule. The onsite representatives ensure a unified and efficient engineering process shadowing the manufacturer, in a fast pace environment. The team is a highly capable technical group of experienced engineers who create, built, and test leading edge satellite subsystems. Our focus is identifying and resolving critical issues as early as possible to ensure, ontime, onbudget and accurate product delivery in an agile and focused style. Job Overview The Resident Engineer will collaborate across engineering disciplines to support the process associated with hardware, preproduction to orbit delivery, review boards, readiness reviews, subsystem and spacecraft data review and final acceptance with primary focus on the payload subsystem. He or she will monitor multiple vehicles design performance specifications and ensure contract compliance represent the payload team during design, development, production and test phases and, embed integration with onsite representatives to ensure a unified presence supporting the collective mission. The position requires frequent travel between Merrit Island, Florida and Toulouse, France. Main Responsibilities Ensure the Satellite Contractor is compliant with all contractual specification requirements relating to the payload Provide general system engineering and integration support in all areas with emphasis on the satellite payload including development and verification of requirements, specifications, interfaces, and technical oversite support Monitor design, fabrication, and testing of a satellite RF payload, assuring technical issues are properly addressed. Provide technical leadership in identifying, mitigating, and resolving applicable risks and issues associated with the development, integration and test of the payload systems Review of System and Payloadlevel Test Matrix, Test plans, Test procedures, Subsystem and Unit Test Data Reviews of spacecraft component qualification status and hardware technical acceptability Monitor and review of payload level assembly, integration, and test operations including preenvironmental system performance test, environmental testing, and post environmental system performance tests Comparing the system performance with the contract specification requirements and identifying major and minor noncompliances. Synthesize and present technical data clearly and concisely, providing recommendations and informing management of technical activities, issues and accomplishments through reports and briefings to senior level management Travel required to Merrit Island, Florida Essential Knowledge Skills Relevant engineering degree, preferably with a focus in electrical engineering and RF communications At least 10 years experience leading and monitoring satellite payload programs as a resident engineer, to include design, manufacture, assembly, integration and test of satellite payloads and systems requirements flowdown, in a LEO, MEO or GEO constellation. Specific Tasks The contractor will be responsible for the management of activities devoted to the integration, validation and test of the Quantum satellite payload. The candidates tasks will include Working with the Operator and the industrial team to ensure that the design and performance of the payload meets its specified requirements,including software, subsystem and unit performances Negotiation of test definition with Operator and Industrial team to develop, consolidate and finalise the payload verification approach in compliance with the agreed requirements Analysing predicted performance parameters of payload and monitoring these throughout the spacecraft AIT campaign Attendance and supervision of Payload integration and test activities at Communication Module and Spacecraft level at supplier premises to ensure on time and on quality delivery Supporting payload and payload equipment reviews, as well as supporting spacecraft level reviews and Configuration Control Boards for the disposition of relevant RFDsRFWs Active participation to NRBs related but not limited to the Quantum payload, its equipment and its interfaces with the spacecraft Management of test reports documentation Close and proactive communication with the rest of the Quantum Project team as well as with other Project Teams within the Telecommunications Satellite Programmes Department Regular reporting to the Quantum Payload Manager. Requirements Master degree from a recognized Institution of secondary studies or equivalent qualification in Electronics engineering, Telecommunication systems or related field. Experience is required in the following fields Design and development of one or more onboard RF equipment including LNAs, frequency converters, channel amplifiers, digital processor, multiplexers, filters, EPCs and satellite antennas Knowledge of payload flexibility technologies beam hopping, beam forming, flexible frequency converters , etc. Candidates are expected to demonstrate excellent interpersonal and communication skills as well as very good well organized, method, tact, initiative, attention to detail, resourcefulness and to maintain effective working relationships. Our team and mission Quantum Project, which is part of the Telecommunications Satellite Programmes Department within the Directorate of Telecommunications and Integrated Applications, is responsible, in cooperation with a satellite operator and an industrial contractor, to successfully procure the Quantum satellite, which will be the first telecommunications satellite using a fullyflexible, softwareprogrammable payload in Ku Band. This study will be further developed to take into account the beam hopping tests to be performed between June and December 2018. Acquired beam hopping functionality knowledge will then be used to further extend the abovementioned study with the payload calibration aspect. In addition, the YGT will assist with the processing of test results coming from the testing of the Quantum payload, in a first part in order to gain knowledge of the functioning of the payload and in a second part to assist the project team to confirm that the payload is confirming to performance expectations.
