EGNOS Ground and Operations Security Engineer

Telespazio VEGA Deutschland has been supporting the European Space Industry for over 30 years, including ESA, DLR, EUMETSAT and CNES. The primary area of responsibility for this service is the provision of EGNOS Ground and Operations Security Engineering services within the GNSS Ground Segment Security section at ESTEC. The support will be provided to the Head of the GNSS Ground Segment Security, Site accreditation and Security Operations Unit. This is an opportunity for an experienced System and Security Engineer to work on customer site in ESTEC, Netherlands. The position is unlimited and fulltime and will start earliest in July 2016. Submission deadline for interested candidates is 5th of June 2016. RESPONSIBILITIESDUTIES The tasks associated to this service will include EGNOS V2 and V3 activities related to guidance and monitoring of the implementation of System Security Requirements by the EGNOS prime contractors, the follow up of the implementation of these requirements within the Segment design down to element level, the selection of evaluated secure element when COTS are selected or the follow up of the secure element evaluation during its development e.g. Common Criteria, interaction with the Segment Prime contractors and its subcontractors for what concern security implementation, site security measures, their definition and their implementation within the EGNOS Sites, secure operations, the definition of the EGNOS SECOPS and the follow up of their implementation within EGNOS, the definition of the security operational measures in support to the security risk treatment required to cover identified security risk. the support to the Mission Security Engineering Board, the support to the EGNOS Security Accreditation Panel. The engineer shall work closely with the EGNOS System Security Accreditation engineer and the EGNOS System Security Design Engineer colocated in Toulouse but as well with the GNSS Security team located at ESTEC. DUTIES The postholder will report to the Head of the System Engineering Section and will be primarily responsible for the overall technical consistency of the EGNOS V2 baseline. Duties will include advising the Head of Section and Head of Division on strategic matters linked to EGNOS and in particular EGNOS V2, including system evolutions ensuring overall consistency of the EGNOS V2 baseline. In this role, the incumbent is the system authority regarding all aspects having a potential impact on the system technical baseline, including performance, standardisation, external interfaces, and security architecture, and is responsible for establishing EGNOS V2 evolutions as necessary ensuring the appropriate configurationversion control of the applicable baseline requirements for the EGNOS V2 releases, including the CFIs ensuring traceability to higher level requirements documents, including MRD and SPRD and applicable EC technical standards leading the specific NAVChainrelated task force processes with respect to EGNOS V2 compliance with applicable baseline requirements acting as book captain for the EGNOS V2 system specifications and external interfaces, and participating as such in the various change control bodies e.g. Project CCB participating in International Aviation Standardisation and Interoperability meetings as required IWG, EUROCAE, RTCA approving compliance of industry statements with applicable technical baseline as relevant managing the engineering technical assistance work package with the EGNOS V2 prime contractor following up the industrial activities related to design flowdown of the requirements and in particular the lower level specifications and their consistency with the system DJFDDF documentation managing the system panel of all major reviews linked to EGNOS V2 contributing to the EGNOS V2 development plans and the V2V3 transition roadmap coordinating system engineers work in the Section as required, including management of functional support and contractors supporting the Division system Qualification, Safety, Security and AIV engineers as required preparing reports for internal and external entities, such as ESA management, GSA, ANSP Working Group and MRD CCB coordinating with the GSA on all matters related to EGNOS V2 service provision issues in respect of system aspects coordination with Mission and System Performance teams to coordinate contributions in ensuring overall mission and system requirements compliance and consistency ensuring consistency with RD programme activities that contribute to the EGNOS programme and its evolutions. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in telecommunication, electronic or computer science engineering, with a good background in satellite navigation systems, including several years of experience in these fields. Relevant experience in mission requirement analysis, system design and performance, in procurement of industrial activities, and in safetycritical and realtime software, is required. Experience in SBAS Standardisation activities, in representing the SBAS system in an international Aviation Standards context IWG, EUROCAE, RTCA and in the use of GNSS in an aviation context will be considered an asset. Experience in GNSS RD e.g. studies of evolutions of augmentation concepts, new services, extended areas or alternative means of dissemination will also be considered an asset. Candidates should have good interpersonal and communication skills. They should be able to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. They should also be willing to travel. Applicants should also have good analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.
