The European GNSS Agency GSA is responsible for the operations and service provision for the European Global Navigation Satellite Systems GNSS EGNOS and Galileo. Galileo Security Monitoring Centre GSMC The GSMC is an operational centre of the GSA. It contributes to the fulfilment of the GSA mission by ensuring that sensitive information relating to the use of PRS is suitably managed and protected and not exposed to Galileo Control Centres. The GSMC will also allow the GSA to continuously monitor the securityrelated status and performance of the elements of EGNOS and Galileo and of the operation of the PRS. Tasks And Responsibilities The GSMC Operations Manager will lead and manage the operational team and will be responsible for the delivery of GSMC services through the execution of the following tasks for which he will ensure proper coordination internally with the other teams and with GSA headquarters as required Galileo security and system status monitoring Galileo Security Status Monitoring and Evaluation Galileo Signal in Space Monitoring Check the content compliance of the PRS security messages Monitoring the Galileo Commercial Service user data PRS access management and control including PRS security monitoring and works on shift ensuring continuous operations 247 Anonymity of Point of Contacts Information User Receiver Management Operational Key Distribution PRS Order Management Network Delivery of PRS Security Message European GNSS crisis and security event response Breach of PRS Access Rules Point of Contact and European External Access Service Reporting Provision of Security Advice Reporting of Service Disruption Request Intervention from Member States The provision of European GNSS security expertise and analyses Technical and operational expertise on European GNSS Galileo security Support the Competent PRS Authorities and corresponding Point of Contacts POC in their activities Training for GSMC staff and POCs In addition, the jobholder will, in close cooperation with the Head of GSMC, lead the following activities The deployment of new GSMC services in response to the Galileo Programme service development milestones Onboarding and training of operators Procurement and management of GSMC support contracts providing outsourced services to enable the GSMC to meet its mission. Management of GSMC operations engineering activities including the design, development and validation of GSMC Concept of operations Management of GSMC Security Operating Procedures, internal GSMC requirements engineering processes GSMC Operations Project Management, including planning of resources and activities, reporting, communication Application procedure The position is based in the GSA Toulouse office and may imply regular travels worldwide for remote site accreditation. Tasks and Responsibilities The holder of this position will be a member of the Supply Quality Organization for Orion ESM avionics, working in Supplier Management Teams and will be reporting within the Supply Quality Organization and to the Program Quality Manager of the Orion ESM program. Assure compliance of suppliers to Product Assurance requirements with agreed processes Establish and apply supplierproduct quality surveillance plan, verify conformity of delivered product including software if applicable, handle product non conformance Agree supplier product assurance plan and quality surveillance plans on quality delivery of product Contribute to supplier capability assessment and supplier approval when required Review and approve supplier product assurance plan, documents and standards Ensure proper implementation of the product assurance requirements by the supplier and its lower tier suppliers Follow and support equipment development through participation to development reviews, production controls and boards, establish and initiate quality surveillance plan Follow equipment production, perform and adapt quality surveillance plan, verify the conformity of delivered product through production controls and product acceptance Monitor supply quality through metrics and KPIs, evaluate supplier quality performance Ensure proper handling of product anomalies and nonconformances Perform supplier reviews or audits Ensure the implementation by the supplier of risk mitigation actions Contribute to supply quality improvement Requirements A university degree in Electronics, Quality, Supply Chain or comparable 3 years of experience in a qualityproduct assurance role in the space field Practical experience with design, development, verification and validation of flight electronic systems is highly appreciated Good knowledge of SAP and MSOffice Person with selfassurance and the ability to make decisions independently Able to work in hectic situations and a dynamic environment Service and customer orientated person with high sense of responsibility and considerable diplomatic skills in connection with a good apprehension, high motivation and reliability Fluency in English, both verbal and in writing German language skills are an advantage. As a member of the procurement team embedded within the UrtheDaily Constellation Ground Segment Program Management Office, the Supply Operations Manager will lead our external suppliers to ensure that services and products agreed are delivered on time, on cost and on quality. Education and Experience Diploma or degree in electrical, aerospace or mechanical engineering or similar education. Nice to have, Project Management Professional PMP certificate or similar. Minimum of six 6 years current experience in a Supply Chain Procurement role working in a complex engineering environment or experience in project management and supplier development. Mandatory in the Space sector or similar. Demonstrable experience in the project, procurement or product development management for complex spaceground segment software systems, or similar products Experience with institutions and agencies of Government and Industry e.g ESA, UKSA, DLR, CNES, ASI, INTA would be beneficial Negotiation level of English very advanced minimum C1 is required Very valuable previously experience Project Management Valuable Knowledge of Quality Systems environment Skills and Experience Honest and trustable.
