Security Assurance Manager

Position Reference 080 You will have the opportunity to play a key role in the programmes security team. You will support the delivery of the security elements of the System, Ground or Space architecture, ensuring that the System Engineering Support Contractor is performing and delivering the required security standards. Tasks and Activities The scope of work will include Establish effective working relationships with relevant OGDs and other public bodies to engage them in SystemGroundSpace Segment development and implementation for and within the programme, and to ensure that they have a common understanding of the programmes System Segment requirements and objectives coupled with the programmes aims. Identify opportunities to engage OGDs and other public bodies on the programme to secure buyin. Provide briefing with regards to SystemGroundSpace Segment, and security input procedures as required to support the programme e.g. reviews, reporting. Ensure that the programme embeds SystemGroundSpace Segment security as a programme and business enabler rather than technicallyled. Lead of the delivery of specified SystemGroundSpace Segment security and system security documentation. Identify and challenge any failure of the programme to act in accordance with the security policy objectives so that it can be considered and addressed if necessary. Skills and Experience The following skills and experience are mandatory You have experience in GNSS Security work You have experience of Cyber security implementation. You are able to draft clearly and concisely, and to communicate effectively. You have experience of working on a programme or project asset. If so, we are seeking someone that has proven experience both of Product Assurance of Missions and the Quality Assurance of an Organisation to support our provision of this service. You should be used to working in an operational environment and have had previous exposure in identifying anomalies, nonconformances and running review boards. Background and experience in at least two of the following fields is an asset wireless security GNSS PVT assurance wireless systems for safetyrelated applications any of the following application domains and their associated safety standards railway, automotive, maritime. You have specific knowledge in the design and testing of Radio Navigation systems and equipment. You have a strong knowledge on the design of satellite navigation systems, ranging and positioning techniques, RF, signal processing techniques, and digital navigation receivers. You have relevant experience with the GNSS1, EGNOS andor GALILEO systems and equipment and have and good knowledge of Radio Navigation simulation and testing systems. You have proven experience in the implementation, maintenance and operation of complex Radio Navigation simulation and test facilities for spacecraft, aircraft, maritime and land mobile applications. You have strong experience at user level with satellite navigation receivers and satellite navigation positioning and integrity algorithms. Job description For our customer, the European Space Agency ESA, we are seeking an experienced Software Product Assurance Engineer to work at ESAs ESTEC site in Noordwijk, The Netherlands. Responsibilities You will be assigned to the Software Product Assurance Section within the Directorate of Technical and Quality Management. You will provide support to ESA projects typically Space Science, Earth Observation, Satellite Navigation, Launcher, or Human Spaceflight projects and related technology developments in the areas of monitoring assessing the implementation of ESAs Software PA Safety Programme. This includes support to any or all of the following activities Contribute to establishing of the programmatic and technical software PA requirements within the framework of the ESA Software policy. Evaluate industrial Contractors plans, technical specifications and efforts proposed for the execution of the SW PA programme. Monitor and evaluate SW PA analyses, reports and technical notes. Participation to project reviews, meetings, Configuration Control Boards, NonConformance Review Boards and Software Review Boards. Prepare design tradeoffs, analyses and reports using metrics to support project decisions. Participate to software product evaluations and process assessments. Establish and maintain databases to track NCRs, RFWs, action items etc. as required. This is a fulltime position located at ESTEC, Noordwijk, The Netherlands. The requested start of work is October 2019 or as soon as possible thereafter. Qualifications Competencies The successful candidate shall have Masters degree in Software Engineering or Computer Science. At least 4 years of relevant professional working experience with a background in software engineering and including several years in a ProductQuality Assurance role. Knowledge and proven experience in the following areas Configuration management of complex systems. Software engineering and PA in critical applications. Practical experience in applying formal SW standards such as ECSSEST40. Familiarity with space product assurance practices together with a good working knowledge of appropriate working tools would be useful. Relevant experience in the space sector and an understanding of space systems engineering concepts is a distinct advantage. Experience in one or more of the following specific areas would be considered as an asset for this position Agile practices e.g. Scrum Master Product Owner other Agile frameworks as SAFE, Lean or Kanban. Quality assurance for Machine Learning models. Big Data software architectures and lifecycles. Data quality assurance. Cybersecurity assurance, security evaluation and certification, ISO27001. Handson experience with static code analysis and tools. Alternative software development lifecycles, continuous integration and tools.
