Configuration and Doc. Management Officer on Earth Observation Projects

Aurora has the opportunity to expand our support to ESA in the domain of BMC Business Management, Controlling Administration. Overview ESA would like to get an experienced Configuration andDocumentation Management Officer to support the Earth ObservationProject Department and specifically the Earth Explorers Programmewithin the Earth Observation Directorate. Heshe will work across theEarth Explorer projects and also be delegated to work on specificProjects. Initially the split will be 50 EarthCARE, 20 Altius and the reston Flex and Aelous. As such heshe will liaise on a daily basis with thevarious members of hisher Projects and report to the Product AssuranceManagers and Project Managers. Tasks will include Acting as the focal Configuration and Documents management expertwithin Earth Explorers to support the definition and maintenance of theproject CM Processes and tools, to ensure exchange of experience andto promote some degree of standardisation. Contribute towards the project CADM plans and monitor CMperformance together with the Product Assurance Managers. Organise Configuration Control Boards CCBs for the disposition ofRFWs, RFDs and configuration change requests proposals. Specifictasks include. Keeping PlatoEclipse updated with new RfWRfDs, project specificinformation and latest RfWRfD status. Notifying the CCB members and the expertsspecialists for anevaluation of the RfWRfD. Preparing the draft MoM, a list of RfWs to be discussed and signed atthe CCB. Recording the outcome of the meeting and publishing signed MoMs. Communicating outcome of CCB to parties involved. Downloading processed RfWRfDs into the documentation system. Processing of DCNs. Control the evolution of the Project Baseline Requirements and the provision of traceability for the changes. Set up and coordinate Project Reviews to ensure the availability of theData package and manage the RIDeRID System. Supporting the implementation and maintenance of adequateconfiguration control methods and procedures, consistent withapplicable standardsrequirements. Provide status data and maintaining a wellstructured configurationrecord system. Assist in the preparation of project audits. Perform Data collection, extraction from different Corporateapplications e.g. PRISMA, Eclipse, Plato and from various internalsources and data consistency checking and coherence analysis. Support users in retrieving documents from local DMS, DMSs fromexternal partners andor industry, out of paper archives, other sourceslike ESTEC library, scanned documents on CDROM or via Internet, etc. Other responsibilities as defined by the Product Assurance and ProjectManagers. The contractor is expected to be or become quickly familiar with theAgencys internal IT tools needed for the conduct of hisher tasks. Specific qualification requirements Masters degree or equivalent qualification in Engineering orConfiguration Management. At least 4 years of previous relevant practical working experience. Proficient in MS Office packages with experience of high level ProjectAdministration. Knowledge of ESA Configuration and Documentation Managementstandards ECSS. Knowledge of ESA administrative and documentation managementtools is an advantage. Experience with ESA and Earth Observation projects is an advantage. Excellent planning and organisation skills and attention to detail. Good communication skills. Ability to work both autonomously and as part of a team within theboundaries of assigned tasks and a stringent schedule. Initiative and motivation to perform to high standards in a demandingenvironment. Ability to establish and maintain effective working relationships withthe outside world e.g. Industry. Fluent in the English language spoken and written. Knowledge of other European languages is an asset. Legal and Security Requirements All applicants must be legally allowed to work in The Netherlands Applicants are required to provide a copy of their passport and degree certificate. Aurora will validate the Degree with the issuing University and provide evidence to ESA. Prior to issuing a letter of employment the applicant shall provide to Aurora a recent official document declaring that they are of good conduct from the country where currently resident. Location The work will be performed at the European Space Technology and Research Centre ESTEC at Noordwijk, The Netherlands. Contract The selected candidate will receive good remuneration in line withESA Job Class. Will be registered for both social security and tax in the Netherlands. The standard working hours are 40 per week. There are 12 public holidays and an additional 30 annual days holiday. This role is for delivering a Spacecraft Operations Engineering service, requiring a junior Spacecraft Operations Engineer, assigned initially to preoperational Sentinel or Earth Explorer missions within the ESOC Earth Observation mission division.
