Support to the planning, preparation, execution and followup of activities and related procurement actions as relevant managed by the Business Unit and of associated progress in terms of output schedule resources. Assessment and monitoring of the status of the procurement actions using ESA Corporate and local IT Tools including activity progress, maintenance of payment plans, correctness of financial charging, invoicing and payment. Implementing all administrative actions related to procurement and contractual matters, including data entry in ESA Corporate e.g. SAP and local application as appropriate and monitoring of financial commitments and payment milestones, invoicing, etc. Maintaining up to date the related data, performing data analysis, identifying deviations w.r.t. planstargets and production of associated reports to the responsible management and to the concerned customers. Assisting in the definition, preparation, implementation and maintenance of management support tools to ensure efficient execution of the related tasks. Liaison with Contract, Budget and Payment Officers to ensure the coherence of the internal and external administrative data. Contribution to the definition of new and improvement of existing related processes and tools and production of related documents. Support to the risk management processes e.g. maintenance of risk register, monitoring of status of risk mitigationreduction actions for the Business Unit. Support to the inventory and asset management processes for the Business Unit, including coordination of the proper registration of inventory items and assets, valuation of assets, in accordance with applicable procedures and instructions and the use of required tools. Support to the maintenance of industrial return databases for the BU, periodic verification of the BU data against ESA system for consistency, monitoring and forecasting of industrial return values for the procurements of the BU with respect to agreed targets, etc. Task 2 Manpower Administrator Responsible of the coordination of staff workforce planning Staff and Contractors, forecasting and monitoring including recruitments, arrivals and departures in terms of quantity and quality versus related targets and provision of related reporting and analysis, including competence map, onsite offsite workforce, etc. interfacing relevant counterparts in complete autonomy. Ensuring that all routine operations of the office Timesheet, monthly reporting, support to recharges are implemented timely and with adequate level of quality and assisting Workload and Workforce Officer in management and prioritisation of the tasks of the office. In charge of YGTs and RF processes of the Directorate. Coordinator of all GSP request of TEC Support, in liaison with ESA Programs , ensuring that support provided and recharges operations are implemented in line with GSP requirements. Definition, in close coordination with Workload and Workforce Officer, of the processes in support to workloadworkforce management, coordination of the identification and consolidation of related DTEC level requirements, ensuring availability of appropriate documentation, followingup development of tools and coordinating BU level validation and acceptance thereof. Representing Workload and Workforce Officer in case of absences. Specific Competence Requirements Appropriate skills and specific experience in the following fields Proficient in the English language, both written and spoken. Experience in the field of controlling of resources and activities andor financeaccounting, at administrator level andor assistant level. Familiarity with budgeting, accounting, procurements at ESA is an asset. Adequate level of experience in the field of business administration, controlling of resources and activities, andor accounting at administrator level andor assistant level. Ability to establish positive and constructive working relationship with team members and other colleagues within and outside of the Business Unit, service orientation, and ability to interface with senior management. Good written and verbal communication. Good sense of organisation of work, rigor, accuracy and reliability in the execution of the assigned tasks. Ability to handle high volume of numerical data in an accurate manner, analyse them, and produce synthetic reports. Proactive attitude to solving problems, result orientation, initiative and autonomy in the execution of the assigned tasks, ability to identify priority actions and to handle high workload. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks and stringent schedule. Highly proficient in the use of modern activities and resource management support toolsdatabases of standard office automation support software packages including in particular advance usage of Excel MsOffice and in particular advanced use of Excel. Experience as user of SAP and in particular ECC and SRM modules and familiarity with relevant ESA corporate applications e.g. ESAp is an asset. Ability to rapidly understand and adapt to ESA specific context and environment including ESA corporate IT applications. Past experience with ESA and good understanding of relevant processes, activities and ESA organizational context is an asset. In addition to the above following specific skills and experience will be required for Tasks 2, 3. experience in workforce management processes

Applicants should demonstrate excellent communication skills, and be client focussed. They should have proven ability to work autonomously, whilst being a cooperative team player in a divers and international team. Tasks and Responsibilities The provision of secretarial and administrative support to ESA organisational entities and Projects based at ESTEC. It includes the following tasks Support to project reviews, in areas such as documentation management, review setup, interface with IT support team Managing documentation system e.g. Eclipse, registration distribution exchange archiving daytoday support to Unit personnel regarding business travel arrangements, leave management, coordination of training dealing with incoming telephone calls and information requests analysing incoming correspondence and documentation and managing distribution of outgoing correspondence and documentation provision of various logistic support to the Unit arrivals office, phone, computer, security, access to databases, information systems and departures deregistration, etc. of Unit personnel ordering of office supplies and maintenance of stationary room and resources bookings for meetings andor events falling under the responsibility of the Unit administration and handling of shipment of goods and express mail tasks related to documentation management, distributionregistration of mail and documents organization of agenda and of meetings maintaining documents libraries for the Unit, including maintenance of change log, distribution lists, issue information notes to concerned users maintaining and following up actions lists for the Unit and taken minutes of coordination meetings for the Unit participation to organisation of events e.g. workshops, conferences as required. In addition to the above that correspond to standard activities in support to an organisational unit, the work may also cover the following tasks support to visitor service including access control, preparing visa applications, distribution of information material ESA site administration including periodical update e.g. daily of site schedule, updating and distribution of the site telephone list participation to the preparation and the publication of internal and external documents, including editing and proofreading data collection, extraction from various Corporate applications e.g. SAP, PRISMA and from various internal sources and data consistency checking and coherence analysis. Requirements The Key Person should have a completed secondary education and at least two years of work experience. An additional professional training in administrative and or clerical support is an asset. Appropriate skills and specific experience in the following fields Knowledge of another official ESA language is an asset For site specific functions fluent knowledge of the local national language is also required High level of flexibility as well as initiative and team spirit Easy contact with personnel and wellbalanced autonomy in the execution of the requested tasks Rigor, commitment and reliability in the execution of the assigned tasks Highly proficient with modern electronics office automation tools in particular Microsoft Office suite and electronic mailing preferably Lotus Notes Ability to communicate with industry counterparts in the execution of the project specific tasks Capacity to identify priority actions and handle high workload Familiarity with ESA working environment in a similar position is a distinct advantage.
