Your Job The Manager, SOC Manassas, has following two main areas of contribution manage the MEO Satellite Control Center in Manassas be the technical lead and POC in Manassas to everyone and trainer for the Real Time Analyst team. Your Responsibilities Role 1 SOC Manager in Manassas Responsible for the daytoday flight operations activities of the MEO satellites, organizing and supporting a 24 hours 7 days a week operational environment in consequence Manage a technical staff of 4 Real Time Analysts and a Team Leader ensure staff is fully certifiedaccredited and regularly trained perform the full APR cycle for the Team Leader and cascade down the needed tasks and objectives to the RTA Team Leader and RTAs as a group Ensure the Satellite Control Center is continuously fully operational and coordinate activities with all ground and space groups worldwide in consequence Manage the development of innovative solutions new SOC tools, new processes, infrastructure upgrade, task automation to cope with increasing operational complexity and workload significant increase of the number of satellites and operational constraints, different ground control systems Ensure availability of required operational procedures, policies and tools task scheduler, log book, alarm log. Liaise with all operations and engineering Managers to ensure that the operational concepts, procedures and systemstools used in the control of the satellites are maintained and updated as necessary, proposing improvements when operationally required Coordinate and ensure the 24 hr availability and use of a diverse worldwide network of operational resources Continuously improving the safety, performance and efficiency of operations. Perform other duties as assigned by the Senior Manager. Role 2 Mission Operations System Engineer Provide System Engineer for Space Ops TTC resources ensure system readiness, manage resource utilization, and provide Change Request support to the Schedulers to mitigate outages as required Lead the integration and deployment of alternative TTC resources and manage tools that will enhance the resource utilization. Lead communication and support with adjacent organizations both internal and external to the Space Segment to ensure the smooth development, integration and operation of the Satellite Operations infrastructure Develop a thorough knowledge of the Ground System to be able to perform a Level 1 support for the OpenSCC ground system. Lead and Train one of the RTA that is dedicated as a stretch goal, to become over time also a level 1 software support. Act as the Lead Ground Operations Manager GOM for Launch, and Early Orbit Phase LEOP. The Lead GOM will be responsible for developing the CONOPS for TTC resources during LEOP and Payload In Orbit Test PIOT. The Lead GOM will also train and schedule the GOM position for all required activities. Continuously improving the safety, performance and efficiency of operations. Create the planning of all the Ground and Space activities as required the socalled Master Schedule Operate spacecraft in accordance with approved procedures and the daily operations plan, when the fleet or a portion if it is flown from the bSOC. Continuously monitor spacecraft telemetry and alarm status. Respond to alarms or anomalous conditions by using good judgment, in particular by applying the process of analyzing anomalous behaviors, identifying the cause, implementing and verifying the appropriate contingency procedure and if necessary by calling for additional support Train the RTAs and support them in their growth as Analysts and Controllers. Liaise with the Senior Trainer Coordinator and ensure that the Level 2 scope requested by the RTAs is fulfilled as well as later their Level 1 support. Develop and present Training material as needed and required in accordance with the SOC Training Team Ensure all RTAs can create the Master Schedule and support operation as needed Perform Initial accreditation and Annual Accreditation of all RTAs Your Profile Technicalengineering degree in electronics, aeronautics or equivalent qualifications A very high level of competency in satellite operations at least 10 years experience. A demonstrated ability to manage, motivate and hire the right people A demonstrated ability to work across organizational boundaries A minimum of 710 years of technical, management and handson application experience in the Satellite Operations area showing steady increase in overall responsibility Excellent interpersonal and management skills Effective communicator with good written and oral reporting skills and excellent interpersonal skills with people at all levels of the organization Excellent written and oral communication skills in English Excellent project planning and management skills Objective, rational and multidisciplinary thinking Courage to act upon convictions A high degree of integrity Provides candid feedback Ability to face up to problems quickly and take action A willingness to be selfcritical and learn from mistakes avoiding hubris Experience in providing technical direction in satellite command and control development Experience in defining, designing, and integrating a satellite control center or elements thereof Experience in bringing command and control system online and integrating it into the satellite control center Specific experience successfully working with and within large organizational infrastructures Expert knowledge of Java and Python scripting language Patience and tenacity to work with others with English as a second language Analytical skills combined with the capability to actively solve problems Ability to work error free in perceived high stress situations Display an ability and interest to continuously learn Keep a calm head in a stressful situation We Offer You A diverse workplace. Your Job The Spacecraft Controller is directly responsible to the Team Leader, Spacecraft Operations and is entrusted to monitor and control a number of spacecraft for the purpose of ensuring the safety of the assets providing the best performance to the customers and maximising the spacecraft lifetime. Heshe must be attentive to the operational status of the spacecraft and inquisitive regarding spacecraft data anomalies and be error free in actions concerning spacecraft commanding. Errors in either of the above areas can cause irreparable spacecraft damage and loss of corporate revenue through service outages. Heshe must therefore be sufficiently experienced and knowledgeable as a technologist to understand the functioning of the spacecraft and ground systems. In addition, maturity, reliability and tact are needed. During the majority of working hours heshe is without direct supervision being immediately available. Your Responsibilities Operate spacecraft in accordance with approved procedures and the daily operations plan. Strive to achieve and keep highest possible level of competency to perform all assigned duties and have the awareness to know when to escalate for assistance. Reliable and accurate execution of spacecraft operating procedures. Autonomous execution of manoeuvre burn plans. Continuously monitor spacecraft telemetry and alarm status. Respond to alarms or anomalous conditions by using good judgment, in particular by applying the process of analysing anomalous behaviours, identifying the cause, implementing and verifying the appropriate contingency procedure and if necessary by calling for additional support. Apply the principle of, TestasyouFly, FlyasyouTest in flight operations. Without hesitation, notify the AnalystEngineer, the appropriate SOC Team Leader or other oncall personnel of any event not covered in the plans or procedures. Originate spacecraft and equipment anomaly reports. Strive for accuracy in reporting the facts. Responsible for the operational configuration of the station TTC support path. Ensure that spacecraft telemetry and command capability is always available. Maintain the spacecraft operations logbook in concise and accurate manner. Perform special tests on behalf of engineering by approved procedure. Assist in the development of schedules, logs, forms, charts, graphs and other devices designed to provide thorough records of performance. Perform offline data analysis. Ensure that all displays for spacecraft operations are kept uptodate. Maximise transponder availability by effectively communicating operational problems to the Ground Operations and Network Operations personnel regarding spacecraft activities and performance. Operate ground station independently or in cooperation with responsible staff. Rotate shifts on 24hour duty, 7 days per week. Maintain a professional personal and workplace appearance. Maintain technical proficiency by periodically reviewing procedures and other spacecraft documentation. Execute procedures on the Dynamic Spacecraft Simulator. Attend regular training sessions in order to achieve and maintain an accreditation level to perform required functions. Rehearse on the simulator established nominal and contingency procedures. Perform other duties as required by Team Leader.
