About the role RAL Space carries out a range of worldclass space research and technology development. We work alongside the UK Space Agency who coordinate UK civil space activities. We have around 275 staff 260 FTE supporting the programmes of STFC and other Research Councils and also delivering over 100 projects for agencies, industry and other commercial customers. In the next two years we will be completing and bringing into operation the National Satellite Test Facility which is designed to underpin the UK Space Industries growth and the development of the Harwell Space Cluster. Our programme is complex and we operate programmes for Natural Environment Research Council NCAS and NCEO, UK Space Agency, European Space Agency and undertake work on research grants and commercial contracts. Many of our projects are large with complicated contractual, resourcing and financial arrangements requiring very careful management. The Head of RAL Space Operations will assist the RAL Space Director in leading our worldleading research and technology development projects, providing governance for Project Managers, customers and internal support activities such as Finance, Procurement and Legal and Commercial. You should have a strong understanding of all aspects of Project Management and will also have good planning and organisational skills. With the expansion and increased space activities in the UK and the consequent growth of the STFC RAL Space programme, as well as the added work arising from delivering the National Satellite Test Facility, there is a critical need for a senior manager with the bandwidth to focus on maintaining and improving the daily operation of RAL Space. The Head of RAL Space Operations will be responsible for day to day delivery of the RAL Space programme supporting the Director and Division Heads, including responsibility for the financial management of RAL Space. You will have a proven track record in the operational management of a complex technical and scientific programme. You will be committed to and focussed on keeping RAL Space at the cutting edge of space institutions and increasing the efficiency and effectiveness of the department. You will be expected to have experience of financial control and project management within a large organisation as well as extensive people management experience. About you It is essential that you have a Bsc Hons in relevant science or engineering subject as well as extensive experience of working in a management role in the space domain, with additional experience at a senior level. You will have proven experience of leading technical teams within the space domain or a complex science facility with a track record of improving delivery. Practical experience in maintaining high standards of health and safety, both in culture and activity and a track record in working in space or other complex programmes and delivering results to tight schedules would also be essential for this role. You must have strong leadership, decision making, communication, planning and judgement skills. The Service Delivery Manager is responsible for providing comprehensive endtoend service provision for the Mission Operations Infrastructure IT MOIIT Business Area within the defined SLA, taking full responsibility of activities within his domain. Create and maintain accurate procedures and work instructions. Work occasional shifts outside normal working hours, if required. Maintain and monitor internally auditing of the AssetConfiguration Management Database. Produce minutes of meetings and reports in a timely fashion. Ideal candidate The ideal candidate should have the following skillsexperience Excellent command of English, both written and spoken German or French would be a plus. DegreeHNC equivalent preferred. Tasks and Activities The scope of work will include Responsible for OBSW end to end activity, in charge of the definition of the overall operational concept from the interface with industry up to the uplink of the new software images to the satellites. Produce the OBSW Ops Guide and related operation procedures. Responsible for the end to end operational concept to manage reference and characterisation Databases being delivered to EUMETSAT. This also includes operational interfaces with industry. Define for each type of Database its life cycle and configuration control for operation usage. This will also imply the definition of Operations Department OPS documentation, procedures and working practices. In charge of the development of the Satellite Operational Database based on the Satellite Reference Database and OPIT inputs. Manage the Operational Database against changes to successive Satellite Reference Databases deliveries. Provide a single interface within OPIT for the Satellite and Instrument Characteristic Databases and support FDF and PDAP experts for their respective Databases. Contribute to OICDs with external partners with respect to OBSW and Databases items. Manage Ops Prep database editor tool and OBSW tool environments. Support the setting up of the OPS Configuration Management CM tool to manage satellite and ground configuration control. Coordinate the needs for operational configurations of the OBSW tools, procedures and Databases for a multi ground segment environments OPE, VAL, ENG and multisatellites. Support the MCO and PDAP ground segment development teams as Ops Prep representative with respect to OBSW and Databases interfaces and tools. Skills and Experience The following skills and experience are mandatory University degree or equivalent in a relevant discipline, with at least three years experience in the field of spacecraft and ground segment operations with specific experience as follow Satellite operation preparation and routine operations phases OBSW maintenance expertise with good knowledge of Configuration Management CM processes for both ground images and onboard memory management Satellite Databases management in the frame of the operation preparation phase Experience on Operation Preparation tools such as procedure editor and databases management tools Familiarity with the definition of operational interfaces and interactions with industry or external partners. The following skills would be highly desirable Knowledge of the ECSS E7041 Telemetry Telecommand Packet Utilisation standard Knowledge of the mission control systems SCOS and OBSM application Knowledge of the mission control systems SCOS MIB and SCOS MIB editors e.g. DABYS Knowledge of SQL and database management tools Some programming and scripting skills would also be an asset.
