For our project in Noordwijk in the Netherlands we are looking for a Product Assurance and Safety Support Engineer fm at ESTEC. Tasks Support the ESA PA Safety Manager for designated projects in conducting, monitoring assessing the implementation of the PA Safety Programme. This includes support to any or all of the following activities PA Safety Support, tasks required will likely be mainly in the QA area, in relation to system AIT e.g. IRRs, NRBs, inspections, TRRs, PTRs, with special emphasis to be placed on critical processes e.g. crimping and bonding, with active oversightinspection Establishing the PAS requirements baseline for all elements of the project, in compliance with the ESA general Product Assurance and Safety policy Produce and implement plans, define inputs, outputs, participants, responsibilities, interfaces, coordinate efforts of participants, and produce resulting consolidated inputs. Reviewing contractors plans, specifications and effort proposed for the execution of the project PAS programme Produce reports of review activities performed e.g. documents reviewed, checklists used, spot check performed and conclusionsrecommendations. Monitoring project PA status identify relevant PA issues, including NCR SPR Waivers Problems Critical Items and systematically tracking all items. Produce monthly reports of monitoring activities performed e.g. inspections, checks, visits, reviews, including conclusions and recommendations. Assessing the implementation of PAS requirements by contractors, participating in design and safety reviews and directing the necessary preventive or corrective actions Produce monthly reports with assessment activities performed e.g. documents reviewed, checklistsused, spot check performed, contribution to design and safety reviews, and activities related to preventivecorrective action. Representing ESA in the Boards established within the project for the disposition of Nonconformances Failure Reviews, Test Reviews, etc. Produce reports of participation to boards, indicating the contribution made to these boards e.g. review of agendas, participants, minutes of meeting, action follow up, closeout. Guiding and monitoring the application and procurement of EEE parts, materials and processes and controlling implementation of applicable requirements Produce reports on guidance provided, monitoring activities performed and status of compliance to applicable requirements. Monitoring the manufacturing, integration and test activities with quality assurance audits, mandatory and key inspection points, test witnessing and configuration inspections Produce report on activities performed with conclusion and recommendations. Defining the formal acceptance requirements and conducting the Acceptance Reviews of all contractual deliverable items Produce and implement plans for the preparation of the formal acceptance requirements, defining steps, inputs, outputs, participants, responsibilities, interfaces, and coordinating efforts of participants to produce resulting consolidated inputs to project documents. Produce also reports on the activities performed for conduction of Acceptance Reviews. Supporting the organisation management of the support from all PA disciplines Controlling NCR Waivers Problems Critical Items. Produce meeting agendas, check that all inputs are available for the NRB or CCB, check that all needed participants are involved, produce NRB or CCB minutes of meeting, followup on actions identified, ensure proper nonconformancewavierproblemcritical item closeout. Produce also reports on control activities performed. PA for the verification, qualification, acceptance delivery activities. The launch campaign. Participating in progress meetings and CCB meetings. Produce inputs to the meeting and whenever requested, produce meeting agendas, check that all inputs are available, check that all needed participants are involved, produce minutes of meeting, followup on actions identified, ensure proper closeout. Participating in all project reviews, including safety reviews. Produce reports on all review activities performed e.g. documents reviewed, checklists used, spot check performed, conclusions and recommendations. Reporting project PA status deviations from plan schedule of all of above. Specific tasks include PA support surveillance of Payload integration, System tests, Launch campaign, AIT activities, NRBs. Preparation activities for FAR. Backupdeputy of LPFPA Manager. Essential requirements For the accomplishment of the listed tasks, knowledge and experience of the following is mandatory A University degree or equivalent in engineering or technical sciences A minimum of 6 years experience in Product Assurance and Quality Assurance in the aerospace domain Experience in AIT work of spacecraft systems Good interpersonal, organisation and communication skills, with the ability to work in a diverse team environment Desirable Skills Knowledge of Configuration Management or the implementation of Product Assurance within a quality system certified to ISO 9001 would be an asset. Tasks The purpose of the EUMETSAT Advanced Retransmission Service EARS is to provide polar satellite data from the EUMETSAT Metop and National Oceanic and Atmospheric Administration NOAA satellites with a timeliness suited to the needs of European operational short range regional numerical weather prediction models. The geographical coverage of EARS is primarily over datasparse sea areas around Europe. EARS comprises six separate polar satellite instrument data services these are the existing EARSATOVS, EARSAVHRR, Pilot EARSASCAT and the EARSIASI services and the EARSNWC and EARSNPP services currently under preparation. Each of the EARS services retransmits observations from an instrument or an instrument group. The Key Person shall provide support to the System Engineering and Projects Division SEP, within the Technical and Scientific Support Department TSS, and shall report to the EARS Project Manager. The Key Person shall be responsible for software and system engineering tasks. In this area of work, the tasks will typically include Analysis of the operational requirements for the EARS services Support to the definition and integration of the data handling and product processing systems for the new EARS services Technical liaison with the international partners providing the software packages for product processing of the satellite instrument data, including identification of test data and test environment Architectural and detailed design, implementation, testing and support of the EARS related software and applications Support the delivery of software externally developed, its installation, configuration and testing Support to the coordination and definition of technical interfaces with the external partners and service providers supporting EARS Support to the definition of EARS system evolution activities. Coordination of their implementation with relevant EUMETSAT teams and external partners Preparation of design documentation and other relevant documentation Verification and validation of software and systems, including the preparation of test plans, test procedures, test data and test tools Support to the configuration management of the EARS systems Support to the maintenance and evolution of the operational EARS system, in particular in response to the availability of new versions of the operational product processing packages and other key software packages Preparation, validation and maintenance of EARS maintenance and operational procedures and technical documentation Preparation and production of routine reports as necessary Furthermore, the Key Person shall provide support to the operations of the EARS services.
