For the location in Darmstadt, Germany we are looking for a Comms Monitoring Control System and Service Engineer fm at Eumetsat. Tasks The Generic Systems and Infrastructure GSI Division is one of the divisions within the Technical and Scientific Support TSS Department and is responsible for establishing, maintaining and upgrading generic ground segment functions, services and infrastructure in response to operational and future programmes requirements. The GSI division develops and maintains a state of the art technical expertise and knowhow in the relevant fields and make this expertise available to the Operations and Services to users Department to support routine and maintenance activities and to the Programme Development Department for the development of the Ground Segment for MTG Meteosat Third Generation, GMES Sentinel 3, Jason CS, EUMETSAT Polar System Second Generation EPS SG. One of the teams within the GSI division is the comms team, which is responsible for communications and network systems. The communication systems supported are IPbased and are built of Cisco switches and routers, firewalls and multiplexers, plus the related monitoring and control systems. There are several WAN interfaces, connecting to external suppliers networks. Also voice loop systems and time reference systems are operated. The Consultants role in the comms team will be to maintain and develop monitoring systems for the network and to provide an information base containing configurations, reports and procedures. These activities entail assuming responsibility, at the technical and coordination level, for technical specification, planning, preparation, presentation, execution and reporting. Critical activities will typically be executed by small teams, where depending on hisher expertise and background, the Consultant shall be able to assume both the leading key engineer as well as the support role. A further role will be to interface and liaise with third parties, e.g. service providers and suppliers, for matters related to the services andor products they supply, or to peer with organisations and users, in support of joint activities. The consultant shall perform the following tasks Network Monitoring Reviewing on a daily basis the events reported on the network monitoring tools Collecting statistics on all comms links and the utilization of system resources Monitoring of the network and comms link status and performance, detecting network anomalies and raising alarms and notifications Provision of monthly performance reports on all WAN links e.g. for SLA conformance monitoring Provision of graphical displays to show the status of comms elements, particularly when backup elements are used Reporting of the configuration status of all comms equipment, with automatic detection of configuration changes Implementation and maintenance of scripts andor procedures where applicable for the automated andor controlled execution of the above activities Provision of all necessary support to ensure the seamless integration of the communications network with the ground segment hardware and application software Generation or update of technical documentation e.g. design specifications asbuiltasplanned, maintenance procedures, engineering change requests, anomaly reports, user guides Provision of onthejob training to other team members or to Operations controllers Provision of standbyoncall support when required Maintenance Maintenance of the configurations of network equipment including network monitoring platforms, ensuring that the operational configuration can be restored following equipment failure, including the definition, maintenance and execution of backup procedures Preparation for change proposals to support for network modifications supported where necessary with collected statistics or outstanding anomalies Configuration of network monitoringreporting tools Cmplementation of corrective measures, including testing and validation Liaising with server maintenance team for the provision of the workstations and servers dedicated to providing network connectivity gateways or the hosting of network monitoring tools Liaising with other teams for the investigation and resolution network related anomalies, or for the implementing of engineering upgrades and changes Liaising with the internal and external providers of network services for anomaly resolution, scheduling of maintenance windows, and planning and coordinating changes to the service As an essential part of the tasks above, the consultant is expected to generate and maintain documentation. This may comprise writing and reviewing requirement and design specifications, change proposals, preparing documents supporting procurements, reviewing data packages belonging to technical inspections and reviews, writing and reviewing the asbuilt communication and network architecture and design, writing design evaluation reports, writingreviewing reports, test reports and overall status reports. Essential requirements In addition to having a university degree or equivalent, the consultant shall have at least 5 years experience in the monitoring and reporting of networks in distributed systems and be experienced in the evolutionary upgrade engineering of networks throughout their lifecycle, and their administration and troubleshooting. The experience shall have been made in an operational or production environment, driven by high availability requirements. Proven knowledge and handson experience with the following is mandatory Network management and monitoring techniques and tools Nagios, Netflow, Ntop, Snmptt, Syslogng Configuration and use of the following tools cricket, rancid, smokeping, iperf Programmatic interaction with network equipment e.g. mib access using expect or perl scripting Storage of logs or configurations using structured information tools such as Rancid, RRD, MySQL, CVS Sufficient knowledge of Unix based Operating Systems Redhat, Suse, Aix, Solaris, OpenBSD, Gentoo and Windows Operating Systems to configure and use the tools above Experience of specifying, planning and preparing network engineering activities, as well as their coordination and technical guidance with other engineers within and outside the team involved in the activities, and with the customersusers and other stakeholders Ability to analyse complex systems and to present them in a comprehensible way, with the specific ability to understand relevant details while keeping the focus on the overall system aspects Demonstrated capability to prepare the documents listed in the tasks above Experience of working and performing the tasks listed above in 247 highavailability operations environments Monitoring and supervision of external service provider performance, knowledge of service management and SLAs Microsoft Office Suite, including MSVisio for supporting documentation tasks The consultant shall be familiar with the Unix based Operating Systems and Windows Operating Systems listed above, particularly in the areas of network interface configuration, TCP stack configuration and high availability interface configuration. The variety of the tasks and the scope of the systems to be supported require a high degree of autonomy and good analytical skills. The Consultant shall be able to conduct all activities in an orderly and disciplined manner, to work calmly and correctly under stress and with a minimum of supervision.
