TASKS AND RESPONSIBILITIES The Operations Engineer will be involved in the operations of the Galileo system, including in principle the Galileo Search and Rescue SAR, depending on operational needs, priorities and hisher main areas of competence. Heshe is integrated in the Galileo Services Department and reports to the Galileo Operations and Maintenance Manager. Such hierarchical reporting may change if necessary in line with the developments of the GSA and departments organisation. The Operations Engineer tasks and responsibilities will in principle include without limitation and subject to adjustment by hisher reporting line manager Contributing to the technical management of the Galileo andor SARGalileo operations contracts managed by the Agency, in the area of Ground Segment operations Monitoring operations activities, such as the operational validation activities in relation to Ground Segment and assessing the readiness of operations and Ground Segment for entry into operations Participating and representing the GSA in operations related boards, such as Anomaly Review Boards and Service Incidents Response Evaluating operations improvement proposals, providing an assessment of its impact on infrastructure, operations and service provision Reviewing the operationsrelated plans, procedures and reports, identifying and monitoring deviations and impact on other activities Contributing to the strategic and operational planning processes Preparing for and participating in project reviewsmeetings Reviewing regular and ad hoc reports produced by operations contractors on all topics related to operations Supporting the Operations Change Control Board by preparing, reviewing and assessing changes to the operational contractual and technical baseline and the operations improvements proposals Maintaining an efficient and trusting relationship with project stakeholders, within the GSA and with the relevant subcontractors Supporting the Galileo Operations and Maintenance Manager for any topics related to Galileo andor SARGalileo operations Contributing to other tasks of the Galileo Services Department as necessary PROFESSIONAL QUALIFICATIONS AND OTHER REQUIREMENTS A.Eligibility criteria The selection procedure is open to applicants who satisfy the following eligibility criteria, on the closing date for application A level of education which corresponds to completed university studies1 attested by a diploma when the normal period of university education is four years or more OR A level of education which corresponds to completed university studies attested by a diploma and at least one year of appropriate professional experience when the normal period of university education is three years In addition to the above, appropriate professional experience2 of at least six years Be a national of a Member State of the European Union or Norway Be entitled to his or her full rights as citizen Have fulfilled any obligations imposed by the applicable laws concerning military service Meet the character requirements for the duties involved3 Have a thorough knowledge of one of the languages of the European Union4 and a satisfactory knowledge of another language of the European Union to the extent necessary for the performance of hisher duties Be physically fit to perform the duties linked to the post5 B. SELECTION CRITERIA All eligible applications, according to the aforementioned criteria part A, will be assessed against the requirements listed below. The Selection Board responsible for this selection will determine the criteria to be assessed in the various phases of the selection procedure assessment of the application forms, interview and written test prior to being granted access to the names of the applicants. At least all essential criteria will be assessed during the applications evaluation phase. Please note that noncompliance with at least one of the Essential requirements B.1 will result in the exclusion of the candidate from the selection process. Advantageous requirements B.2 constitute additional assets and will not result in exclusion, if not fulfilled. 1 Essential qualifications and experience i. University degree in exact sciences, such as engineering, physics, mathematics or computer science ii. Experience in the fields required to perform the tasks described iii. Technical experience andor background in operations of complex systems iv. Excellent command of both written and spoken English 2 Advantageous qualifications and experience v. Experience in operations of ground infrastructure of space systems vi. Experience in the technical definition andor development andor implementation in aeronautical andor space programs vii. Experience in operations within a service provision environment e.g. under a KPI scheme viii. Experience in dealing with ground geographically distributed systems 3 Behavioural competences ix. Motivation x. Excellent communication skills xi. Customer service mindset and collaborative approach within the team xii. Ability to deliver results under pressure 1 Only study titles that have been awarded in EU Member States or that are subject to the equivalence certificates issued by the authorities in the said Member States shall be taken into consideration. 2 Only appropriate professional experience acquired after achieving the minimum qualification stated in A.1 shall be considered. Where additional periods of training and study are accompanied by periods of professional activity, only the latter shall be considered as professional experience. Compulsory military service or equivalent civilian service accomplished after achieving the minimum qualification stated in A.1. will be taken into consideration. Internships will be taken into consideration if they are paid. Professional activities pursued parttime shall be calculated pro rata, on the basis of the percentage of fulltime hours worked. A given period may be counted only once. 3 Prior to the appointment, the successful candidate will be asked to provide a Police certificate confirming the absence of any criminal record. 4 The languages of the EU are Bulgarian, Croatian, Czech, Danish, Dutch, English, Estonian, Finnish, French, Irish, German, Greek, Hungarian, Italian, Latvian, Lithuanian, Maltese, Polish, Portuguese, Romanian, Slovak, Slovene, Spanish, Swedish. 5 Before a successful candidate can be appointed, she will be medically examined by a selected medical service so that the Agency will be satisfied that she fulfils the requirement of Article 28e of the Staff Regulation of Officials of the European Union.
