Assistant Project Controller

You will have the opportunity to interface with colleagues in IPLIS Cooperating Associate States Section as well as with the Finance and Procurement Departments. You will assist and report to Project Controller in charge of all New Member States Industry Incentive Schemes and Plan for European Cooperating States and report to the Head of the Section in IPL with the responsibility for New and Cooperating States. You will however be delegated to work and provide direct support to specific project controller. Tasks and Activities The scope of work will include You will prepare and administrate and monitor procurement actions, contracts as well as CCNs. You will manage these processes in the ESA SAP system esap as well as in excel or other tools as required. This includes Preparation of shopping carts, updating purchase orders and ensure that the status of each contract is maintained. Actively and timely manage all GRNs in the project. Creating and maintaining the milestone payment plans to ensure that the planning is up to date in esap future estimated dates and in related files if required. Prepare and maintain procurement actions purchase orders, CCNs, contracts etc Report on financial status of procurements and internal cost of projects as required. You will support the Project Controllers in maintaining financial or procurement databases such as geographical return and cash and cost plans, actuals and deviations. You will support in the administrative process of implementing the selection of subcontractors. You will maintain the list of actions, financial commitmentsexpenditures, manpower commitmentsexpenditures contract list. You will prepare and assist in producing financial and programmatic status reporting as required. You will be monitoring of assigned contracts with respect to cost, payments, contract changes deviations and trends. Preparation of management reports on these areas. You will support the Project Controllers in the introduction of new management or financial procedurestools. You will assist in the preparation of project audits if and when required Knowledge of scheduling techniques tools would also be an assetappreciated although not mandatory for the position. Skills and Experience The following skills and experience are mandatory You have a University degree Bachelor from a recognised Institution of secondary studies or equivalent qualification in Business Administration or Communications as relevant You have at least 4 years of relevant experience with project or financial control. You are highly proficient in modern planning and project control tools, office automation software and databases, such as MS office including Excel. You have excellent planning and organisation skills and attention to details. You have good communication skills. You are able to work both autonomously and as part of a team within the boundaries of assigned tasks and a stringent schedule. You are initiative oriented and motivated to perform to high standards in a demanding environment. You are able to establish and maintain effective working relationships with the outside world. You are fluent in the English language spoken and written. Knowledge of other languages is an asset. The following skills would be highly desirable You have knowledge of ESA administrative and financial processes You have experience with SAP Knowledge of scheduling techniques tools would also be an assetappreciated although not mandatory for the position. Tasks and Responsibilities Under the authority of the Head of the Cost Centre Control Supporting Services Unit, you will prepare and implement the timesheet planning and control for the workforce of the Directorate of Human Spaceflight and Robotic Exploration HRE and for other cost centre control related tasks as specified below Ensure that the monthly manpower bookings by all staff into the timesheet recording tools are complete by the given deadline and compatible with the manpower deployment plan Follow up the nontimely delivery of manpower bookings through a defined escalation process Initiate and follow up a defined correction process in case of incorrect timesheet bookings Support the control and reporting processes by Cost Centre and Project Controllers, in particular at yearend and plan revisions during the year Perform front desk function for the coordination of the timesheet data in the planning systems of the Agency and the Directorate Check with the experts in the Business Unit Control Office on the setup and operation of the required software tools for planning and accounting of the timesheet information Perform periodic checks on the submitted timesheets for formal correctness and compliance with the plan and report anomalies Support the migration of the timesheet data from legacy tools to the new corporate software tools, ensuring consistency, coherence and completeness of all migrated data Support the planning, review and replanning processes and the monthly reporting of mission travel costs and mission pipelines, within the specified format and deadlines, provide special reports on request by ESA and support adhoc analyses Maintain, update and release the HRE Directorate organigrams with a granularity to SectionUnit level, administrate regular updates from the HRE Cost Workforce manager Controller and HR Support the processing of configuration changes in ESAs esap system by preparing, releasing and followingup change requests for master data under configuration control by ESA Corporate Directorates for Cost Centres and maintain applicable configuration lists for reference. As a member of the Process Assurance and Management Support Division, the key candidate will get the chance to expand their knowledge and understanding under the guidance of industry experts. Responsibilities shall include providing support to Project Control activities, particularly for the development of the Low Earth Orbit LEO Satellite Systems, focusing on budget preparation, cost and budget control and reporting, human resource planning and longterm financial planning. Applicants shall have a full secondary education along with some knowledgeexperience in database operation and project control related tasks. Experience with ERP Systems preferably SAP financial and controlling modules along with a good knowledge and practice of using scheduling tools such as MS Project would be considered advantageous. All candidates require a good working knowledge of the English language, both spoken and written and must be a EUMETSAT member state national. The initial contract is for a 4 year period with subsequent 5 year contracts being awarded thereafter based on individual performance. All applicants must be EUMETSAT member state nationals.
