DUTIES The postholder will be initially detached as integrated support to the Galileo Project in the GNSS System Security unit, GNSS Security Office, Galileo Programme Department, Directorate of the Galileo Programme and Navigation related activities and will be in charge to maintaining the Public Regulated Service Technical Baseline at enduser level, including Navigation Message, Signals Characteristics, Performance requirements and Access Control aspects following the validation of the Public Regulated Serviced at enduser level, including navigation, performance, Signals Characteristics and access control aspects supporting the Galileo Second Generation team in defining the Future Public Regulated Service in term of Navigation Message, Signals Characteristics, Performance and Access Control, including system impacts taking into account the lesson learnt from the First Generation design and validation supporting the development and maintenance of the required PRS Reference System Tools required for the PRS User Segment Validation, and their deployment in the PRS Laboratory at ESAESTEC running Member States Training programs and PRS Receivers qualification activities in the PRS Laboratory at ESAESTEC using the PRS Reference System Tools deployed participating to ESA and EU working groups dealing with space security matters, and in particular with the Galileo Security Board Working Groups, and support the EC in preparing and implementing the PRS Service Implementation Plan supporting other Members of the Galileo Security Office for the execution of the following activities o PRS User Segment Security Accreditation Activities GSAPGF4 o Execution of Security Chain activities related to PRS o Development and Implementation of Security Elements linked to the PRS chain KMF, GRCP, GSMC, TURP, PRS Receivers o Execution of Routine Security Operations and Services related activities o Execution of MS Experimentation security activities. regular reporting to the Head of the GNSS System Security Unit. QUALIFICATIONS Applicants for this post should have a Masters degree or equivalent qualification in Telecommunications engineering and a good background in satellite navigation, signals and security engineering applied to space systems together with a substantial experience in Phase CD Projects. Knowledge of user receiver techniques for satellite navigation systems Galileo, GPS is also a prerequisite. Previous involvement in field tests and demonstration campaigns for space security systems preferably in the field of satellite navigation is an asset. Candidates are expected to be able to set priorities and identify practical solutions. They should be able to work autonomously as well as in a team environment. Applicants should have good organisation and communication skills, a proactive attitude to solving problems and an interest for innovative technologies. Candidates must be eligible to security clearance by their national security administration. The working languages of the Agency are English and French. A good knowledge of one of these two languages is required together with a working knowledge of the other language. Knowledge of another member state language is an asset. Our Client is seeking an Operations Service Engineer to support the Galileo Operations Engineering unit. The key requirement of this role is to assist in the coordination of the definition, preparation, testing, validation and implementation of the Galileo Early Service operations for the system and user community as required. Typical duties will include Definition and implementation of the overall service KPIs to be applied to Galileo during the Early Service validation and Provision phases. Technical definition, implementation and validation of the operational KPIs. Regular review and consolidation of OPS contractors contribution to the Service Provision schedule and constraints impacting the Service Provision, preparation and validation of operational procedures for interfacing with the external service providers. Collection, preparation and reporting to the Galileo Project Operations team of all the operations products necessary for the generation of the Galileo NAGUs by direct interface with the Operations contractor for the inputs collection. Collection, preparation and formatting of the Operations Input Operations Service Messages to the Galileo Service Reports in close cooperation with the Galileo Project System Team and the OPS contractor. Support the GALILEO Engineering Boards by ensuring the proper flow down and implementation of the Early Service Specifications to the Operations Contractor and to Support the Galileo Review Boards. The successful candidate will have significant experience within a position for operations andor service provision related activities alongside some experience in management tasks. Demonstrated proven experience in a commercial or industrial environment is essential. All applicants should be proactive, selfstarters with a teamplayer attitude whilst having the ability to work independently. They will have good organisational skills, taking a structured approach to prioritising and managing their workload. Candidates must be fluent in English, both written and oral and be educated to a minimum of degree level in engineering, aerospace or telecommunications. The Galileo Project, as part of the Galileo Service Level Agreement requires engineering support for monitoring and controlling the overall preparation and execution of the Galileo Early Services operations activities.
