Copernicus Space Segment Engineering Coordinator 1511050 Job Description We are looking for a Space Segment Engineering Coordinator to support our client ESA based at their ESTEC site. You will report to the Head of the Copernicus Space Segment Office and will work in close liaison with the Sentinel project teams and the CSC Space Segment Project Control Section. The Space Segment Office acts as a single point of contact between the CSC Space Segment ESTEC and the Copernicus Space Office ESRIN for all matters related to the implementation and progress of the EUESA Copernicus Agreement. You would be responsible to support the coordination of all activities within the remit of the Copernicus Space Segment Programme and in coordination with and via the GMES Space Office EOPE related to the interface with the European Commission. In particular you will be responsible for Monitoring the implementation and progress of the Sentinel projects, as compared and defined in the annual work programme Supporting the coordination of all technical, schedule and risk reporting, related to the development and procurement of the Sentinel satellites and instruments, towards the European Commission in relation to the obligations in the EUESA Copernicus Agreement and ESA member states, in liaison with the Sentinels project teams and the Copernicus project control section Developing and maintaining the reporting procedure for the Copernicus Space Segment, comprising the development and procurement programme of the Sentinel satellites and instruments Maintaining relevant databases, supporting development of specific tools and infrastructure, as necessary Maintaining the top level schedule of the Copernicus space segment programme in close liaison with the Sentinel projects Supporting the establishment of the annual work programme, the multiannual implementation plan and procurement plans, as well their updates Supporting the organization of reviews in conjunction with procurements e.g. tender evaluation review as well as programme and project reviews e.g. Qualification and Acceptance Review, Flight Acceptance Review, as necessary Supporting internal and external Copernicus space segment meetings and audits, as necessary. In addition, you will also assist the Head of the CSC Space Segment Office in the cooperation with the ESA Security Office and relevant bodies for Space Segment Security, as necessary. Required Skills and Experience A degree gained in any discipline is acceptable for entry, although qualifications in subjects such as engineering, physics or finance can be helpful. Ability to work both autonomously and as part of a team within the boundaries of assigned tasks. Proficiency in the English language spoken and written. Knowledge of other Member States languages is an asset. Excellent communication and interpersonal skills required. Minimum of five yrs of relevant professional work experience, preferably in the space domain. For one of our main customers, EUMETSAT, we are currently looking for a Copernicus S3 Ocean Training and User Support Expert in the User and Climate Services Team. The Consultant shall support the exploitation of the Sentinel3 marine data in respect to a growing community of users, in particular through the provision of information, management of training activities and engagement with user groups in coordination with the delegated entity responsible for the Copernicus Marine Environment Monitoring Service. The consultant will be part of the training team and will work with experts across EUMETSAT and partners organisations. Tasks and responsibilities The main tasks of the consultant, within the marine domain, are Identify and regularly update the relevant user organizations, their fora and possible intermediaries on the sentinel3 marine mission and the marine data stream. Provide regular information to users and user groups on the status of the mission and the related marine and ocean products and service. Analyse and handle related user enquiries and user requests received Via the EUMETSAT Helpdesk. Review the framework for user communications activities with respect to the Sentinel 3 mission and related marine and ocean products and services. Support the development of the relationships with key users and subject matter experts and facilitate feedback on the quality of the products and services provided. Establish the training requirements, develop and deliver a plan to meet those requirements, evaluate the effectiveness of the training and resources delivered. Identify and engage relevant and skilled subject matter experts to support user training. Maintenance and update of relevant user documentation e.g. user guides, etc Maintain contact with the Copernicus Marine Environment Monitoring Service user engagement processes, as required Experience and education The consultant shall have the following background Postgraduate MSc level training I education or equivalent experience in a relevant discipline or equivalent experience Significant experience of the management of training from needs assessment to evaluation of training for user groups. Experience in using satellite data in marine research or operations An ability to relate to user groups and subject matter experts Appreciation of the whole chain from data sensing to user application of a product. Experience of maintaining sources of information for users. Experience of working in partnership across organisational boundaries. This will be demonstrated through at least 5 years of progressively responsible experience in relevant disciplines. Furthermore, it would be a distinct advantage for the Consultant to have experience with Distance learning methodologies. A range of earth Observational Data visualisation tools. A range of learning technologies learning management systems, web conferencing tools etc. Understanding the processes used to retrieve marine geophysical parameters in one or more of elements of the sentinel product suite. The Consultant shall be able to conduct all activities in an orderly and disciplined manner, shall be able to work calmly and correctly under stress and must be able to work with the minimum of supervision. Fluency in English is mandatory and a working knowledge of French would be a significant advantage. The consultant will report to EUMETSAT Training Officer with responsibility for Marine and Ocean Training

The Consultant shall support the Operations of Copernicus related missions with respect to EUMETSA T s Data Centre Archive and the related ondemand data access services to users, required e.g. for calibration, training support or data visualisation purposes. In addition to this it is expected that the Consultant is contributing to the enhancement of the offered data services resulting from new User Requirements, User Feedback and continuous service improvement tasks. HeShe shall be part of the Data Centre Operations Team in the User Support and Climate Service Division USC in the EUMETSAT Operations and Services to Users Department. Main tasks of the Consultant are Performing the analysis and reporting of anomalies observed in the facility and in executing the operational tasks Acceptance testing and operational validation of new upgrades and enhancements prior to release Analysis and handling of related user enquiries and user requests received from the EUMETSAT Helpdesk Maintenance and updating of Data Centre documentation user guides, format guides, operational procedures, technical notes, etc Support to the configuration of the Archive, Retrieval and Data Access Infrastructure Support to the regular monitoring of the service performance Support to the Archive reporting Support to the development of the NetCDF product formats and the CF metadata standard Provision of conceptsprototypes to support service developments in the EUMETSAT Data Centre The consultant shall have the following background University degree in a relevant discipline Operational experience, ideally gained in ground segment operations. Experience in testing and tools. Good knowledge of standards, conventions and formats used for Earth Observation EO Satellite data. Hands on experience with EO data formats such as NetCDF and ideally GRIB or BUFR At least 2 years experience in using the UNIX operating system. At least 2 years programming experience in shell script andor Perl. At least 2 years experience in using XML, XSL and associated Tools. Users support experience. Furthermore, it would be a distinct advantage for the Consultant to have experience with some of the following Earth Observational Data visualisation tools. Archiving and storage technologies. Software development experience in the area of Java, JavaScript, GUis and Web technologies.
